(KALB) – James “Jam” Downs, who served as the Rapides Parish District Attorney for nearly two decades, has died at the age of 85. Downs, born in October 1940, passed away over the weekend, leaving behind a legacy of over 50 years of legal service and a pioneering advocacy for victims’ rights in Central Louisiana.
