Parkersburg City Council advanced legislation last week that would change how the city bills residents for recycling. The ordinance, which passed 6-3 on first reading, would replace the two-tiered, opt-in fee system the city adopted this spring with a flat $3 monthly fee paid by every residential customer, whether they recycle or not.
