Maricopa County records lowest primary voter turnout in a decade

Turnout was in the 30% range in recent previous years and stood at 27% in 2016. Officials with the Clean Elections Commission said voters are generally more attuned to elections at the federal level and that presidential election years consistently produce the highest turnout.
